NTOC Action Team: Making the Business Case

The NTOC Action Team: Making the Business Case for Transportation Operations was convened to identify/incorporate a business approach for justifying and promoting the operations story (return on investments, impacts on society, etc.) so that it encourages user groups (elected/appointed officials, institutional groups, and traveling public) to understand and adopt the concepts, devote resources over the long term (funds and time), and encourage better use of transportation management and operations strategies at the state, local and regional level.
The action team plans to accomplish this mission by hiring a business school to work with the team and members of the NTOC associations to develop a model business plan that contains information from which state, local, or regional stakeholders can tailor their own unique business plans to assist them with making the business case for transportation operations or specific service areas (e.g. Arterial Management, Incident Management, or Traveler Information).
Deliverables:
- Model business plan,
- Business model for each identified service area,
- Recommended marketing strategies (may be included within the plan), and
- An implementation strategy (may be included within the plan).
The audience for the business plan is members represented by the National Transportation Operations Coalition (NTOC). Members of the NTOC associations should be able to utilize sections of the business plan to advance the stated mission.
